JLF is a Haitian national who was targeted by members of the PHTK political party due to his outspoken opposition and refusal to join their ranks. During one such encounter, he openly criticized the party as corrupt and blamed its leadership for the widespread poverty in Haiti. Following this confrontation, he became the subject of repeated threats and coordinated attacks. JLF joined the Haitian Army and graduated on May 22, 2022. While in service, he submitted a formal letter to his supervisor documenting the threats against him and requesting protection. Despite multiple attempts at internal relocation, he was consistently located and threatened in each new area. He credibly fears that if returned to Haiti, he would be killed immediately, and that no safe relocation within the country is possible.
