TAKE ACTION: Demand Congress Ensure Meaningful Change in DHS Funding
The U.S. Congress took welcome steps to break off DHS funding decisions from necessary and positive appropriations to the rest of the government earlier this month. Now, it has a timely opportunity to ensure its funding decisions reflect human rights, the rule of law, and the needs of the people by sending a clear message that it will no longer provide blank checks for billions of dollars that have allowed DHS to operate with impunity in ways that harm, rather than protect, our communities. While the escalation of DHS tactics we are seeing in our home community of Minnesota and beyond is a troubling development, DHS has for far too long been funded and empowered to do harm. DHS must be re-envisioned, and now Congress must act to send a clear message: no more taxpayer funds for operations that violate the law.
1. Not one more dollar to ICE and CBP until they stop harming and leave our communities. This means no more continuing resolutions and explicit conditions in the DHS funding agreement.
2. Serious funding cuts, including redirecting the billions in slush funds Congress already provided DHS to instead support human needs.
3. Substantial policy changes to permanently stop these human rights abuses, including real accountability mechanisms, transparency measures, and human rights standards in operations and detention. Body cameras and training do not meet the moment.
