Zimbabwe fails to meet its obligations under the International Covenant on Economic, Social and Cultural Rights. In the absence of formal abolition of the death penalty, the newly adopted Criminal Law Codification and Reform Amendment Act, also known as the "Patriotic Bill," creates an imminent risk of criminalizing human rights defenders and subjecting them to the death penalty.
